The study looked at a combination of "military engagement" and "civic engagement" in determining the states' rankings.

The military engagement score considered metrics such as number of active-duty miltary members and veterans per capita, average number of new enlistees in the military from 2012 to 2017, and share of citizens in the military reserves.

Civil engagement measured data including volunteer rate, volunteer hours per person, share of adults who voted in the 2016 primary and presidential election, jury participation, Peace Corps and AmeriCorps volunteers per capita, share of residents who participate in groups or organizations and civil education requirements.
